New regulations create an alternative pathway to licensure, reduce barriers, and support educator workforce diversity
Boston, MA — The Massachusetts Board of Elementary and Secondary Education voted to approve a new alternative pathway to teacher licensure, marking a significant milestone in implementing the Educator Diversity Act and expanding access to the teaching profession.
Latinos for Education, alongside more than 50 members of the Educator Diversity Act Coalition, applauded the Board’s action, calling it a critical step toward addressing long-standing barriers to entry and retention in the educator workforce.
The approved regulatory changes establish a new, more flexible pathway to licensure, allowing candidates to demonstrate competency through alternative assessments, providing opportunities to waive the literacy and communication licensure exam, and expanding access based on school-based experience.
“Today’s vote provides long-awaited clarity and stability for educators and for districts working to address both recruitment and retention challenges,” said Migdalia Diaz, Chief Operating Officer and Interim Massachusetts Executive Director at Latinos for Education. “This action reflects a commitment to ensuring that all students, particularly those from underserved communities, see themselves in their educators and benefit from a more representative workforce.”
“Latinos for Education continues to hear directly from current educators on emergency licenses and aspiring teachers in preparation programs who are seeking clarity on when various alternative pathways will be implemented,” Diaz said. “We appreciate the significant work undertaken by DESE and the Board to develop the systems and guidance necessary to operationalize this part of the legislation. The urgency of this moment cannot be overstated. Educators are not only looking to enter the profession, they are trying to stay in it.”
The regulatory changes stem from the Educator Diversity Act, passed as part of the 2024 Mass Leads Act, which was designed to expand access to the teaching profession and strengthen educator diversity across the Commonwealth.
